Suu Kyi wins parliament seat in Myanmar, party says

NBC's Ian Williams reports on the run-up to Sunday's elections

By msnbc.com staff and news services

Aung San Suu Kyi, the Nobel Peace Prize laureate who spent 15 years under house arrest in Myanmar, won a seat in the country's lower house of parliament on Sunday, her party said.

The opposition National League for Democracy (NLD) party announced at its headquarters that the campaigner had won in Kawhmu, south of the commercial capital Yangon.

"Daw Aung San Suu Kyi has won. The NLD candidate has taken the Kawhmu constituency," an NLD official announced to cheers from hundreds of supporters, referring to Suu Kyi by her honorific title.

Suu Kyi, who has spent a total of 15 years in detention since 1989, was contesting an election for the first time following her party's decision to end its boycott of a political system dominated by serving or retired military.

The by-elections - only the country's third in half a century - are a crucial test of reforms that could convince the West to end sanctions and its pariah image.

The United States and European Union have hinted that some sanctions - imposed over the past two decades in response to human rights abuses - may be lifted if the election is free and fair, unleashing a wave of investment in the impoverished but resource-rich country bordering rising powers India and China.

The charismatic and wildly popular Suu Kyi, complained last week of "irregularities", though none significant enough to derail her party's bid for 44 of the 45 available by-election seats.

The BBC reported that the NLD has taken no part in the country's political process since 1990, when it won a landslide victory in a general election but the military refused to accept the result.

From dawn, voters quietly filed into makeshift polling stations at schools, religious centres and community buildings, some gushing with excitement after casting ballots for the frail Suu Kyi, or "Aunty Suu" as she is affectionately known.

"My whole family voted for her and I am sure all relatives and friends of us will vote for her too," said Naw Ohn Kyi, 59, a farmer from Warthinkha.

In Suu Kyi's rustic constituency of bamboo-thatched homes in Kawhmu, south of the biggest city Yangon, she looked poised for a landslide win. "So far as my friends and I have checked, almost everyone we asked voted for Aunty Suu," said Ko Myint Aung, 27-year shop owner from Kawhmu.

Ko Myint Aung was one of 15 constituents contacted by Reuters, who all said they had voted for Suu Kyi.

To be regarded as credible, the vote needs the blessing of Suu Kyi, who was freed from house arrest in November 2010, six days after a widely criticised general election that paved the way for the end of 49 years of direct army rule and the opening of a parliament stacked with retired and serving military.

President Thein Sein, a general in the former military junta, has surprised the world with the most dramatic political reforms since the military took power in a 1962 coup in the former British colony then known as Burma.

In the span of a year, the government has freed hundreds of political prisoners, held peace talks with ethnic rebels, relaxed strict media censorship, allowed trade unions, and showed signs of pulling back from the powerful economic and political orbit of its giant neighbor China.

It was rewarded last November when Hillary Clinton made the first visit to the country by a U.S. secretary of state since 1955. Business executives, mostly from Asia but many from Europe, have swarmed to Yangon in recent weeks to hunt for investment opportunities in the country of 60 million people, one of the last frontier markets in Asia.

Voting stations opened at 6 a.m. (2330 GMT), some under the watch of small numbers of observers from the European Union and the Association of South East Asian Nations (ASEAN), who were given only a few days to prepare inside Myanmar. Some said they considered themselves "election watchers" rather than observers.

The last election, in November 2010, was widely seen as rigged to favour the military-backed Union Solidarity and Development Party (USDP), the biggest in parliament. The NLD boycotted the vote.

"The day isn't over yet, but perhaps this is the first really authentic election held in this country for some time," said Robert Cooper, a long-time friend of Suu Kyi and counselor to EU foreign policy chief Catherine Ashton.

"The pace of change has been breathtaking," he told Reuters while touring polling stations north of Yangon.

But the election has not gone smoothly. Suu Kyi has suffered from ill health and accused rivals of vandalising NLD posters, padding electoral registers and "many cases of intimidation."

Some of these infractions, however, have been quite minor and are typical of elections across Southeast Asia, where vote-buying and even assassinations are commonplace.

The NLD on Friday said a betel nut had been fired by catapult at one of its candidates and a stack of hay had been set on fire close to where another was due to give a speech.

It made fresh claims of irregularities on Sunday and said some ballots papers had been covered in wax to make it tricky to write on. It accused the USDP of waiting outside some polling stations and telling voters to back their party.

Sceptics in the democracy movement say Suu Kyi is working too closely with a government stacked with the same former generals who persecuted dissidents, fearing she is being exploited to convince the West to end sanctions and make the legislature appear effective. Others have almost impossibly high hopes for her to accelerate reforms once she enters parliament.

Some U.S. restrictions such as visa bans and asset freezes could be lifted quickly if the election goes smoothly, diplomats say, while the EU may end its ban on investment in timber and the mining of gemstones and metals.

    Google Plus Hangouts with Extras

Google Plus or Google+ is Google's new social networking effort, and Google is rapidly developing the platform and offering new features all the time.

Google Hangouts is a feature of Google+ that allows you to have a multi-user, live video chat. That part is pretty exciting, but Google is also trying out a lot of experimental new features that really make Google Hangout compete with some pretty expensive Web conferencing tools. Better yet, Google+ is free.

You don't get the extras with the standard Google Hangout. A standard Google Hangout at the time of this writing consists of:

    • Up to ten simultaneous participants.
    • Participants can be using any combination of video, voice, or text chat.
    • Participants can be restricted among your Google Circles or open to the public.?

    Google Hangouts with Extras

In order to get the extra features, you need to enable Google Hangouts with Extras.? Simply start a Google+ Hangout and click on the link that says? "Hangouts with extras." Here's some standard warnings. Hangouts with extras is an experimental feature offering tools that may not end up scaling and may not end up in the final product. This is like the Labs component of many products, such as Blogger in Draft or Gmail Labs. However, the features they're offering right now are pretty darn cool.

As of December 2011, the extra features include:

    • Sharing Google Docs while chatting
    • Sharing your screen to other participants (so they could see what you're working on or typing)
    • Free phone calls to US and Canadian friends, so they can join a Hangout by phone??

If you think Cisco should be scared of that last feature, we're in agreement. As soon as Google figures out a way to scale Google Hangouts to groups larger than ten people, there's going to be very little reason to purchase a WebEx session for conferences when you could just broadcast them as a Google Hangout for free. That or Google can figure out a way to competitively price their Hangout features within their commercial Google Apps offering.

Now, if you use Google Docs, you can already chat with people who are currently editing a document. What you can't do is video chat with them. Not only is the Hangout with Extras feature something that benefits Google+ users who want to use Google Docs, eventually it could benefit Google Docs users who want to collaborate more efficiently outside the context of a social network.

I'd love to see this pushed further, and I look forward to seeing where Google goes with it. Perhaps ten users could have video or voice chat enabled while the other users could use the text chat and view or hear the videos. If one person were given "microphone passing" capabilities, this could be very manageable. Perhaps Google could really push the limits and have automatic text transcription for accessibility. I'll admit this is really pushing it. Google's current auto transcription services are spotty at best when it comes to accuracy, but maybe others in the hangout would give them a little crowd-sourcing boost.

At any rate, give Google Hangouts with Extras a try and be sure to let Google know what you think. They seem to really be paying attention to user feedback on Google+, and it's exciting to see it grow.

Dems sharpen attack as GOP rallies behind Romney

MILWAUKEE (AP) ? President Barack Obama's administration launched a multi-pronged assault on Mitt Romney's values and foreign policy credentials Sunday, while a fresh set of prominent Republicans rallied behind the GOP front-runner as the odds-on nominee, further signs the general election is overtaking the primary season.

A defiant Rick Santorum outlined plans to leave Wisconsin the day before the state's contest Tuesday, an indication that the conservative favorite may be in retreat, his chances to stop Romney rapidly dwindling.

"I think the chances are overwhelming that (Romney) will be our nominee," Senate Minority Leader Mitch McConnell said Sunday on CNN's "State of the Union." ''It seems to me we're in the final phases of wrapping up this nomination. And most of the members of the Senate Republican conference are either supporting him, or they have the view that I do, that it's time to turn our attention to the fall campaign and begin to make the case against the president of the United States."

Both Secretary of State Hillary Clinton and Vice President Joe Biden went after Romney Sunday, underscoring the belief inside Obama's Chicago re-election headquarters that Romney will ? sooner than later ? secure the right to face Obama this fall. Their involvement comes as both sides sharpen their general election strategy, perhaps weeks before the GOP contest formally comes to an end.

"I think Gov. Romney's a little out of touch," Biden told CBS' "Face the Nation" in an interview broadcast Sunday. "I can't remember a presidential candidate in the recent past who seems not to understand, by what he says, what ordinary middle-class people are thinking about and are concerned about."

The line of attack is likely to play prominently in the Obama campaign's general election narrative. While Obama is a millionaire, Romney would be among the nation's wealthiest presidents ever elected. And he's opened himself to criticism through a series of missteps.

Romney casually bet a rival $10,000 during a presidential debate, noted that his wife drives a "couple of Cadillacs," and lists owners of professional sports teams among his friends. His personal tax records show investments in the Cayman Islands and a Swiss bank account.

Obama's team on Sunday also seized on Romney's foreign policy inexperience.

Biden said Obama was "stating the obvious" when he told Russian President Dmitry Medvedev that he would have more latitude on missile defense after the November general election. The two presidents did not realize the exchange, during a meeting in Seoul, South Korea, last weekend, was being picked up by a microphone.

Romney called it "alarming" and part of a pattern of "breathtaking weakness" with America's foes. He asked what else Obama would be flexible on if he were to win a second term.

"Speaking of flexible, Gov. Romney's a pretty flexible guy on his positions," Biden said. Romney's GOP opponents have accused the former Massachusetts governor of "flip-flopping" on issues such as health care and abortion.

Clinton seized on Romney's comment that Russia is America's "No. 1 geopolitical foe," calling the statement "dated" and suggesting there were more pressing matters of concern in global affairs.

"I think it's somewhat dated to be looking backwards instead of being realistic about where we agree, where we don't agree," Clinton told CNN Sunday.

"He just seems to be uninformed or stuck in a Cold War mentality," Biden added. "It exposes how little the governor knows about foreign policy."

But the administration's comments may have been overshadowed Sunday by Romney's ballooning Republican support.

Rep. Paul Ryan, R-Wis., spent the weekend at Romney's side campaigning across Wisconsin, one of three states to host Republican primaries Tuesday. First-term Sen. Ron Johnson, R-Wis., followed Ryan's lead Sunday morning.

"I'm coming out urging the voters of Wisconsin: 'Let's lead. Let's show that this is the time to bring this process to an end so we can focus our attention on retiring President Obama,'" Johnson said on NBC's "Meet the Press."

He later appeared at a pancake brunch with Romney and offered a message to "every conservative": "I've spoken with Mitt, I totally believe he is committed to saving America."

The senator joins a growing chorus of prominent Republicans calling for the party to coalesce behind Romney's candidacy. Romney also scored former Florida Gov. Jeb Bush and his father, President George H.W. Bush, in recent days.

Ryan's endorsement was particularly painful for Santorum, who had been aggressively praising the congressman ? a fiscal conservative hero in Wisconsin and across the country ? for much of the past week. That praise ended Saturday, when Santorum referred to Ryan as "some other Wisconsinite."

Santorum's senior staff outlined an increasingly unlikely path to victory that depends upon hypothetical success more than a month away.

"May is going to be a good month for us," Santorum campaign manager Mike Biundo said. "The race goes on."

Biundo confirmed that Santorum is aggressively working the phones to sway delegates in states like Washington, Iowa, Minnesota and Missouri that have already voted. But he's having mixed success.

"We have some (delegates) that have committed. I think most people seem to right now still be kind of waiting it out. There seems to be a lot of that that's going on," Biundo said.

    Santorum was publicly defiant Sunday.

"Look, this race isn't even at halftime yet," he told "Fox News Sunday." He said Romney "hasn't been able to close the deal with conservatives, much less anybody else in this party. And that's not going to be an effective tool for us to win this election."

But with losses piling up for in other industrial states like Ohio, Michigan and Illinois, Santorum acknowledged the results in Wisconsin Tuesday will send a "strong signal" about the direction of the Republican contest.

And he appears to in retreat.

Having devoted more than a week to campaigning across Wisconsin, Santorum is scheduled to return to his home state, Pennsylvania, the day before the Wisconsin contest. Pennsylvania's primary is more than three weeks away.

Biundo noted that Santorum moved out of Louisiana ? where he won ? before that state's election day. But Santorum's team has demonstrated far less confidence in recent days about Wisconsin than Romney, who has predicted victory here.

Trying to be upbeat, Santorum dismissed Romney's growing support as "panic" in the Republican establishment and said seeing "everybody sort of coming out of the woodwork to say the things they're saying today makes me feel like we're actually doing pretty well here in Wisconsin."

Meanwhile, Romney hopes to score a knockout blow in Pennsylvania, which hosts its primary April 24. He already has an office in Harrisburg and four paid staffers in the state, and plans to shift additional resources there after Tuesday.

With about half of the GOP nominating contests complete, Romney has won 54 percent of the delegates at stake, putting him on track to reach the threshold 1,144 national convention delegates in June. Santorum, who has won 27 percent of the delegates at stake, would need to win 74 percent of the remaining delegates to clinch the nomination.
