Rs 3800 crore land scam unearthed in Noida - Real Estate India

NOIDA: Another worth Rs 3800 crore during BSP regime has been unearthed in Noida. The previous government had leased back three lakh 81 thousand sq meter land in the favour of private companies and ?favourite? individuals. The authority has removed a Nayab Tehsildar and the authority CEO has recommended suspension of a PCS officer posted as additional district magistrate (land) in Noida. The authority is likely to lodge an FIR against these officers claim officials. The inquiry began in June, soon after the regime change in the state.

The Noida authority revealed that the scam took place in 2011 a inquiry revealed that three top Noida authority officials- a PCS officer Harish Chandar, who was posted as secretary, Ajay Shrivastav (Tahsildar), and Manoj Kumar Singh (Nayab Tahsildar) had allegedly allotted 3, 81, 527 square meters of developed prime land along Expressway, in sector- 140A, 141, 142 and 143 to three private companies, and individuals violating all laid down norms.

The Noida Authority removed Manoj Kumar Singh from his post while Ajay Shrivastava had been removed earlier. While, the Noida authority chief executive officer Sanjeev Saran on Thursday has recommended the suspension of PCS officer, Harish Chander, the current additional district magistrate in Gautam Budh Nagar district.

TOI has a copy of the letter written to UP chief secretary (appointment) Rajeev Kumar and has also accused the inquiry report conducted by the Authority into the multi crore scam. ??I have recommended Harish Chander?s suspension to UP chief secretary, because as being secretary of Noida authority in 2011, he was the main officer behind illegal allotment of this vast land,?" said the CEO in his letter.

The land was allotted at marginal rates of Rs 11,000 per square metre, even though the prevailing market rates were as much as Rs 1 lakh per square meter, said officials.

The land has been allotted to three private companies and a dozen ineligible individuals under the guise of regularising Abadi land dispute among farmers in Sehadra village along the Expressway in these sectors.
Officials explained that in the case of Abadi land regularisation, the Noida authority only has the power to leaseback a land to a villager if he was in possession of the same land, and it originally belongs to the same village. ? The involved officials blatantly violated these norms, these officials leased back, and got lease deeds done to ineligible people, and also to private companies, which otherwise cannot be done through legal means,?" said Vijay Kumar Yadav, deputy chief executive officer (DCEO), Noida authority.

The involved officers had told the UP government in 2011 that they need to allot the land to the villagers in order to maintain law and order in the region. ?They had used the farmer unrest of 2011 under the BSP reign to feign that violence will break out if this is not done,? said an official.

??But instead of leasing abadi land to farmers of Shahdra village in sector 140A, 141, 142, and 143, these three officers allotted vast tracks of land to private companies, and ineligible individuals, at a rate on which authority acquire land from farmers,?" said the official.

According to the inquiry, the accused officers had also managed to fool a high level committee headed by the DM and the SSP, that exclusively takes care of such Abadi land issues, by not revealing the specific area of the land allotted in the scam.
