Dog attack fatality NSW - Saving Pets

Regular readers of this blog will know I have a two year old toddler.

The news today that a NSW two year old was killed by a relative?s dog overnight makes my heart ache. Two year olds are just babies. They are completely innocent and they have their whole lives ahead of them. They find almost euphoric joy in a running tap. Dirty puddles. Walking on the beach. And of course, their pets.

But they are also completely blind to danger. My toddler is a twit ? just as she should be. She cannot be trusted ? not even the smallest amount ? to do the ?right? or the safe thing. Given the chance, she does crazy, breath-stoppingly risky things. The biggest risks are the inane everyday things. Carparks and roads. Swimming pools. Electricity. Those little button battery things. Choking on crap she?s gotten somehow. And almost ironically, the pets.

These things pose the biggest threat to her safety because they?re there. And they?re ?invisible? because they?re the every day things.

As a parent you try try try to keep them safe. In the back of your mind you are worrying always. You have nightmares where something goes wrong. But if you?re going to be able to live, you also can?t worry too much. You have to find the sweet spot between nervous wreck and top-of-the-slide.

And sometimes we get it wrong. Hopefully no one dies. Sometimes they do.

Dogs are remarkably safe animals. In Australia there are more than 3 million of them and only a handful will ever cause a human a deliberate injury. A small percentage (likely in the single figures), will injure a human accidentally during a dog-on-dog incident. While the rest will live their entire 10 ? 15 year lifespan having never caused harm to anyone. Less than one person a year is fatally injured in Australia. And these facts are remarkable especially considering practically all dogs have the physical ability to cause humans great damage.

Learning why dogs do injure humans isn?t about assigning blame. It?s about incident prevention. And I say incident, because a dog bite or attack is rarely truly an ?accident?. It is nearly always the result of several, often common, risk factors or behaviours which set the dog ? and often the baby human ? up to fail.

A two-year-old boy killed by a dog in south-western NSW was reportedly getting an ice-cream when the animal attacked.

The toddler was at his grandmother?s house in Deniliquin when he was mauled by his cousin?s mastiff cross about 2.30pm on Sunday.

It is believed the boy had gone outside to get an ice-cream from a fridge when the dog followed him back inside and attacked.

Police said the boy?s grandmother tried to intervene but she had been unable to force the dog to release the child.

The boy?s mother arrived at the Victoria Street house during the attack and managed to fight the dog off.

??She?s just arrived midway through and found this happening,?? a police spokeswoman said.

The boy suffered critical injuries and was taken to Deniliquin Hospital, where he died.

This situation leaves me in despair. It was an almost perfect storm for a death in this family.

A large breed dog, owned by a third person, was involved. It was outside rather than indoors with the family. Dogs being socialised to children is a skill that dogs learn through kind, regular and totally-and-utterly supervised exposure. This dog was owned by a 24-year-old cousin and likely had only limited socialisation to children.

The incident occured away from home, while visiting relatives. Unlike home, which is often totally ?baby-proofed?, other people?s homes are generally less safe and less set up to protect toddlers.

The toddler?s mother wasn?t immediately available and it seems the child was being cared for by the grandmother. Primary caregivers are no doubt more intuitive to potential hazards being that they know their kid?s abilities intimately.

The child was an under ten. And in this case, just two years old. Children are almost exponentially more likely to be injured because they don?t read dog body language warnings, can be seen as ?weird? or a threat, are often at face height (threatening eye to eye contact) and can?t defend themselves if things do go wrong.

The toddler was allowed to interact with this likely unfamiliar dog, with no one immediately available to intervene or coach appropriate behaviour between dog and child.

And finally, throw in a bit of food.

This dog wasn?t seen as a threat. The family described it as a ?family pet?. Like other ?invisible? household hazards, the risk came from being under-aware of the potential for harm.

Again, this is not about blame, but understanding. A toddler and a unfamiliar large breed dog, interacting unsupervised, around food is setting everyone up to fail. And they did fail. A child is dead and a family has been torn apart. The guilt and grief will be overwhelming. And as a mum, I will have cried in sympathy for this family.

But we have to learn from this. And we have to think about this. We have to stop setting our dogs and our children up for disaster. There aren?t many cases where ?education? makes all the difference ? but in the case of kids and dogs and safe interactions, there is a huge potential to make everyone safer with just some basic dog-behaviour knowledge.

Agent says Heat to sign Greg Oden

MIAMI (AP) ? Greg Oden is coming back to the NBA with the Miami Heat.

Mike Conley Sr., one of Oden's agents, said Oden has informed the Heat that he will accept their contract offer, a process that will likely be formally completed early next week.

Oden will sign a contract that will pay him about $1 million this coming season. He will have a player option for the 2014-15 season.

"He just thought that it was the best fit for him, where he's at and especially for how it relates to him coming back," Conley said Friday night. "He can be on a winning team and be working his way in slowly."

Oden's decision ends months of suspense that saw several NBA teams line up for a chance to sign the former No. 1 pick whose career has been derailed by a series of knee problems. Conley said Oden was also very interested in learning from Tim Duncan and playing for Gregg Popovich in San Antonio, that he was impressed when he met with Dallas owner Mark Cuban, and that he's had a close relationship for some time with New Orleans coach Monty Williams.

But in the end, the Heat won out. They had been widely believed to be the frontrunners to land Oden for some time, and now get to add a 7-footer to a team that's won the last two NBA championships.

Understanding ways to lick Lyme disease | The Weston Forum

Deer tickWith summer at its peak, the Westport Weston Health District is encouraging residents to be particularly wary of ticks, which can cause Lyme disease.

The peak season for ticks is from April to September, which makes residents all the more susceptible to Lyme disease as they take advantage of the warm weather and are outside more often. Lyme disease can be prevented with the right planning and caution this summer.

What is Lyme disease?

Lyme disease is caused by the bite of infected deer ticks. These ticks are black in color, have four legs and are no bigger than the size of the period at the end of this sentence, yet when infected, can wreck havoc on the human body.

According to the Centers for Disease Control and Prevention (CDC), Connecticut has the highest number of reported cases of Lyme disease, with 2,658 reported in 2012. Fairfield County alone had 220 reported cases in 2012, according to the Connecticut Department of Health. Along with New London County, Fairfield County has more reported cases of Lyme disease than any other county in Connecticut.

The symptoms of Lyme disease vary among individuals, yet some common initial symptoms are fatigue, fever, depression and erythema migrans, a ?bull?s-eye? rash that is a hallmark of the disease.

If Lyme is left untreated, serious conditions can occur, such as arthritis and Bell?s facial palsy. Lyme often is misdiagnosed as chronic fatigue syndrome, multiple sclerosis, fibromyalgia and arthritis.

Local statistics

Over the course of the past five years, the number of reported Lyme cases has fluctuated.

According to the state health department, Weston residents reported anywhere from two to 18 cases of Lyme from 2008 to 2012.

Most health officials agree, however, that there are far more cases of Lyme that go unreported.

The Fairfield County statistics for these years, according to the state health department, also have no set pattern, yet the sheer number of cases reported means residents are at a greater risk for contracting Lyme disease.

The following cases of Lyme were reported in Fairfield County:

2008: 596 cases
2009: 699 cases
2010: 335 cases
2011: 305 cases
2012: 220 cases

Prevention

Being wary about ticks is important, especially for families with young children. According to the Tick-Borne Disease Alliance (TBDA), the highest number of reported Lyme cases occurs in children aged five to 14.

The alliance emphasizes that, especially if children leave for camp or are spending more time outdoors this summer, it is important to educate them about the danger of Lyme disease, how to check for ticks and how to spot the beginning symptoms of Lyme.

Both the TBDA and the Westport Weston Health District have suggestions for keeping Westonites tick-free this summer.

? Check for ticks daily. If a tick is found, remove with tweezers and discard the tick immediately.

? Use the tick repellent permethrin on clothing and shoes, or buy pretreated clothes that can withstand 70 washes. LLBean and REI are two companies that carry pretreated clothing.

? Unattached ticks can be washed off in the shower or bath. The best time to check is after long hikes or walks outside.

? Question summer sleepover or day camps about how they handle ticks and further educate children about how to be aware of Lyme.

? Treat pets with tick-repelling medicine recommended by a veterinarian.

Google Earth used to track kelp forests

Citizen scientists are using Google Earth to track disappearing ?underwater forests? along the coastline of Gabriola Island.

Help the Kelp ? a volunteer organization of citizen scientists ? has been carefully plotting beds of bull kelp on Google Earth this summer to help track the trend of disappearing marine habitat.

Volunteers say the number of bull kelp seems to have dropped at an alarming rate around the Gulf Islands, jeopardizing an ecosystem used by small sea creatures, fish and birds. They want to know why and help reverse the phenomena.

The group? will look at public education and kelp restoration work this fall.

?This isn?t something that has been studied well so the goal is to explore it through citizen science,? said Michael Mehta, a member of Help the Kelp. ?It?s like bird counts except we not only want to count and measure the kelp, but intervene and find out what went wrong with the ecosystem.?

Efforts to address dwindling kelp started in 2009, as Gabriola residents started to take note of fewer canopies in coastal waters. Old timers recalled kelp so thick in the 1950s they couldn?t row through it, said Victor Anthony, a founding member of Help the Kelp.

Kelp is much more sparse now, he said.

Other Gulf Islands have also noticed the change ? a concern because kelp, like forests, produces oxygen for the planet and absorbs carbon dioxide, kelp advocates say.

Hornby Island has started kelp restoration and Mayne Island has been mapping kelp beds along its coastline. Gabriola Islanders will take the health of kelp beds into their own hands this fall, when they plan to start ?planting? spores.

New maps on Google Earth will help them track the success of restoration. They also plan to hand maps out to tug boat operators and logging companies so they can avoid large kelp canopies. Log booms may have been mowing down kelp, with dead zones found near Harmac Mill in Nanaimo.

?This isn?t any different than a group of people wanting to save old growth trees,? Anthony said. ?This is an ecosystem and when something changes this dramatically ... we need to bring attention to it.?

Telefonica launches 4G services in Britain, Spain

LONDON/MADRID (Reuters) - Spanish telecoms operator Telefonica announced plans on Thursday to roll out superfast mobile internet in three British cities this month and a deal with TeliaSonera's Yoigo allowing it access to 4G frequencies in Spain.

Telefonica's British brand O2 plans to launch its superfast mobile network in London and two other cities before extending it elsewhere around the country later this year in an effort to catch up with the market leader, merged Orange and Deutsche Telekom operator EE.

In Spain, Telefonica has lagged competitors, with all other mobile operators already offering 4G (fourth generation) services, which speed up browsing and improve video quality on phones.

The tie-up with Yoigo will allow Spain's largest mobile provider access to superfast frequencies it does not have now in exchange for granting the smaller player access to its broadband assets.

The deal is expected to go through in the fourth quarter of the year and will help Yoigo compete in the attractive market of bundled mobile and fixed line services where it only offered mobile before.

O2, which was overtaken as the number one mobile operator in Britain when Orange and Deutsche Telekom merged their assets to form EE, said its 4G service would start in London, Leeds and Bradford on August 29.

Another 10 cities will be connected by the end of the year.

EE launched Britain's first 4G services last October, after the regulator allowed it to re-use its existing airwaves, giving it an advantage over competitors in providing a service that allows consumers to watch video on the go and download content at much faster speeds.

Take-up of its superfast services, which are priced 10 to 20 percent more than the equivalent 3G tariffs, reached 687,000 in July, and it is targeting 1 million customers by the end of the year.

Telefonica has already rolled out superfast mobile internet services in Germany and other countries including Brazil.

Vodafone, the third biggest operator in Britain, has said it will roll out a 4G offering later this summer.

TORONTO ? Larry Rosen is amused by Richard Baker?s assertion that no luxury specialty stores in Canada sell their wares online.

?We have been online for four years, and it is growing very quickly ? [the business] doubled last year,? the chief executive of menswear chain Harry Rosen said Thursday.

?Perhaps Mr. Baker doesn?t consider menswear to be a part of the luxury market,? he chuckled.

But Mr. Rosen does agree with a strategic insight the Hudson?s Bay Co. CEO, who announced a deal to buy U.S. luxury chain Saks Inc. this week, has made repeatedly about selling goods online: that online sales tend to enhance and drive interest in the bricks-and-mortar business, rather than cannibalizing it.

It?s a strategy HBC liked about Saks, whose research showed consumers wanted to access the retailer on multiple platforms, including online and mobile devices. Like HBC, Saks has been investing heavily in its ?omni-channel? to integrate all modes.

At Toronto-based Harry Rosen, the online business ?strongly complements? the company?s business at 16 bricks and mortar stores, Mr. Rosen said.

?We find that a lot of our customers shop at both,? he said. ?People are also doing tons of research online, coming in to our stores and saying ?I saw this item online and can you show it to me?? It is not uncommon for a person to buy a bunch of sportswear online and some shirts and ties and then three weeks later he will be in the store buying something else.?

With a shifting assortment of about 4,000 SKUs such as $395 Ermenegildo Zegna dress shirts and a $940 pair of Salvatore Ferragamo black calfskin oxfords, Harry Rosen?s online sales channel now accounts for 2% of its annual revenue of just under $300-million. That could top out at about 5% or 10% over time, Mr. Rosen predicts.

The 59-year-old company, whose sales have grown at about 10% annually for the past five years, is equally focused on expanding and upgrading its store square footage, to 375,000 from a current 275,000, doubling the size of some of its premiere locations.

?There is a huge advantage in having a bricks and mortar business,? Mr. Rosen said. ?Most people are still pretty tactile, they don?t want to order something unseen ? that?s the nature of apparel. In the States it used to be that there were a lot of pure e-players, and now [online apparel sales] are dominated by the department stores. People like to know there is something physical behind it.?

Harry Rosen?s expansion comes as Nordstrom prepares to open its first stores in Canada in 2014 and 2015. News of more impending competition came this week when Mr. Baker announced he would open seven high-end Saks stores in Canada.

Luxury department store chain Holt Renfrew has also been on an expansion tear in a bid to boost its square footage by 40%, and launched its outlet-store offspring, HR2, this spring.

BSkyB and Microsoft reach agreement over SkyDrive name dispute

BSkyB may have won the trademark case against Microsoft's SkyDrive cloud service, but there won't be any renaming going on just yet. Today, the British satellite TV provider has announced that it's reached an agreement with Redmond, allowing the software giant to temporarily continue using the name SkyDrive while it handles the transition to a new brand. The arrangement, which includes an undisclosed financial settlement, also means Microsoft won't appeal against the ruling. For now though, you'll just have to find your own way to tell the services apart, until Microsoft figures out what to call its cloud offering going forward.

Transportation funding bill faces GOP opposition

WASHINGTON (AP) ? A measure awarding generous funding to road and bridge projects, community development grants and housing help for the poor is running into stiff Republican opposition in the Senate.

The bill appeared likely to fall prey Thursday to a filibuster by Republicans unhappy that the legislation breaks through budget limits required by automatic spending cuts known as budget sequestration.

"Voting for appropriations legislation that blatantly violates budget reforms already agreed to by both parties moves our country in exactly, exactly the wrong direction," Senate Minority Leader Mitch McConnell, R-Ky., said.

Far more austere companion legislation was pulled off the House floor Wednesday because, top lawmakers said, GOP leaders lacked the votes to pass it. The House Appropriations Committee chairman, Rep. Harold Rogers, R-Ky., said it was time to go back to the drawing board and come up with a compromise with congressional Democrats and the White House.

Taken together, the likely failure of both measures illustrates the shortcomings of the budget strategies by Republicans controlling the House and Democrats in charge of the Senate. At issue are the 12 spending bills passed each year by Congress for the day-to-day working of the government.

House GOP leaders pulled the measure from the floor after detecting opposition from both conservatives and more moderate members. Democrats were united against the bill and its steep cuts to Amtrak, transportation and housing programs, and community development grants.

"There are some folks that have a hard time voting for any appropriation bill and then there are some folks (for whom) this was probably a difficult vote ..., with Amtrak and block grants and stuff," said Rep. Tom Latham, R-Iowa, author of the transportation and housing measure. Aides to top Republicans like Majority Leader Eric Cantor of Virginia and Majority Whip Kevin McCarthy of California maintained that the measure was scuttled because there wasn't enough time in the House's crowded schedule.

Without a broader House-Senate budget agreement in place, the two chambers of Congress have been trying to advance starkly different versions of the 12 appropriations bills, with little success in the House and virtually none in the Senate.

The Senate measures have been drafted to reflect higher budget levels originally called for in a budget deal enacted two years ago. But that deal called for automatic spending cuts known as sequestration if lawmakers could not pass follow-up deficit cuts, and the House spending bills have been drawn to those sequestration levels, which are more than $90 billion lower ? a huge, unbridgeable difference in the approximately $1 trillion budget for daily agency operations.

Congress heads out of Washington this week for a five-week vacation, leaving the mess to be dealt with in the fall. GOP leaders had sought to set up a budget showdown this summer with the need to pass legislation increasing the government's $16.7 trillion borrowing cap. But the government's better-than-expected fiscal performance has delayed that showdown into the fall.

President Barack Obama says he won't negotiate over the debt limit like he did two years ago, a promise he repeated to his House and Senate allies in closed-door meetings on Capitol Hill on Wednesday.

The situation on the House and Senate transportation measures reflects the broader dysfunction in Washington over the budget. All sides want to reverse the crippling sequestration cuts, but a partisan impasse over tax increases sought by Obama and his Democratic allies and cuts to so-called mandatory programs like Medicare and food stamps demanded by Republicans shows no signs of breaking.

Cuts in the House transportation measure were made deeper by a Republican move to cut an additional $40 billion-plus from domestic programs and transfer the money to the Pentagon. That left the transportation measure $10 billion, or about 18 percent, below the Senate's bill.

Rogers, who typically is cautious in his public statements, issued an unusually harsh blast, saying halting debate on the House measure reflected a failure of Republicans to follow up on their promises to cut spending with binding legislation.

"With this action, the House has declined to proceed on the implementation of the very budget it adopted just three months ago," Rogers said. He said the failed transportation and housing measure was the first major attempt by Republicans to pass an appropriations bill at levels consistent with the sequestration cuts and said the failure of the bill meant it was time for a new approach.

"The House, Senate and White House must come together as soon as possible on a comprehensive compromise that repeals sequestration, takes the nation off this lurching path from fiscal crisis to fiscal crisis, reduces our deficits and debt, and provides a realistic topline discretionary spending level to fund the government in a responsible ? and attainable ? way," Rogers said.

On that, at least, there was agreement.

"The collapse of the partisan transportation and housing bill in the House proves that their sequestration-on-steroids bills are unworkable, and that we are going to need a bipartisan deal to replace sequestration," said Sen. Patty Murray, D-Wash., chief author of the Senate bill.

Apigee Raises $35M For Its API Management Platform

apigee-logoApigee has raised $35 million for its API management platform, led by two consulting groups with participation from existing investors. The investment comes from a new investment fund managed by BlackRock, Inc., and Accenture, the global consulting company. Since 2005, Apigee has raised $107 million. The company did make a turn in its perception when it introduced Apigee, its free API management platform. The success of the Apigee platform led to the company's name change.
